Agapanthus praecox ssp. minimus 'Peter Pan'  is a dwarf cultivar with compact flower stems and blue flowers. This cultivar belongs to one of the three recognized sub species of Agapanthus praecox (praecox, orientalis and minimus) known as minimus which occurs in the southeastern Western Cape and Eastern Cape of Africa. Agapanthus praecox ssp.minimus is smaller than the other two sub species,starts flowering earlier, has fewer leaves and flowers per plant, has shorter perianth segments than subsp. praecox and it does not form as dense clumps as subsp. orientalis. Flowers are open-faced, pale to dark blue or occasionally greyish white or white. (http://pza.sanbi.org/agapanthus-praecox).
 

Not much was found on the ornamental history of the 'Peter Pan' cultivar beyond one resource that suggested it was raised in New Zealand. The parent species Agapanthus Praecox originates from South Africa, and most hybrids and cultivars are known from this species. their ornamental spread begun by first reaching Europe via Dutch settlers in 1652 and reaching the UK in 1687.
